Create a model for accession candidates to gain EU membership by improvement of human rights and gender equality records

I want to create an effect model that can be slightly adjusted to accomodate different accession candidates and help place them on a fast track to EU membership. Improving human rights and gender equality, beginning first in the workplace, would be the center of this model.
